Sustainable Development of Shared Services Center, with attention and care for global environmental problems’ mitigation

Introduction
Ladies and Gentlemen's,
no doubt we as participants the 6TH GOS on the one side feel guests of one of cities with thriving economy - Wuxi, which is recognized as the "Most Aspiring City of Prosperity and Civilization in the Southeast of China", and also as one markedly open city for exchanges with the world, but on the other side taking into account the theme of the 6TH GOS – Economical globalisation - Outsourcing or Insoucing we should be considered and to promote balanced growth and international cooperation in this region, incl. for shared services.
In this brief speech I would like to put the accent on the understanding of the outsourcing as active strategy for companies to respond to the quickly changing world, the global society and international market, with safe and environmentally application of this strategy for sustainable development of the shared services in this notable Jiangsu province of China, especially in Wuxi city on the background of industrial impact on the planet …
Preconditions
….and now as precondition - the local situation concerning the environmental impact, in particular the impact of the already implemented investments projects here, for instance along banks of the Lake Tai and as consequence blooms of blue-green algae which troubled water supplies…, but the city loves its motto: "Wuxi is full of warmth and water"
Requirements
Indeed the local government has already drafted a protection plan for this area with expectation about $50 billion USD to be spent.
But with applying of outsourcing strategy in Wuxi for becoming a center for manufacturing and high technology together with Shared Services Center, a special attention and care are needed for balance to maintain the city’s reputation, a popular tourist attraction site in the East of China.
This environmental attention has to be focus on the Wuxi New District - one of the major industrial parks in China, with five pillars of industry (electronic information, precision machinery and mechanical and electrical integration, bio-pharmaceuticals, fine chemicals and new materials), also as solar technology hub with two major photovoltaic companies, etc.
To keep a link to the global reality
Today’s world is a very different place from the world of14th - 15th century. The world’s population has increased from about 400 million more than 16 times. And it has been industrialized without regard for need to protect and respect nature. And today only consumption of energy fuels causes about 150 million tones of CO2 into the atmosphere every day. The whole world is affected by global warming.
It doesn’t matter where are CO2 emissions into the atmosphere, the earth’s rotation and the uneven heating of the atmosphere by the sun ensure that the CO2 is distributed randomly.
That’s why the target internationally adopted in UN climate negotiations is limiting the rise in average global temperature to 2°C above pre-industrial levels.
And the China reality
China is a great civilization and here can be relied upon and in our day to the power of the philosophical insight of Confucius “What you do not want done to yourself, do not do to others”.And today effective measures are needed and applied, because China is among the world's largest emitters of greenhouse gas.
Some of them:
Ø China has set goals to reduce carbon intensity, or the amount of carbon dioxide emitted per unit of economic output, by 40- 45 % by 2020 in comparison to 2005 levels.
Ø The Ministry of Finance of China introduces tax instead of pollutant discharge fees, as well as levy a tax on carbon dioxide emissions, etc.
Some suggestion on this path
Application of Environmental Impact Assessment (EIA) and Integrated Pollution Prevention and Control (IPPC) procedures and urgently zoning and planning for “cap & trade” principle for emissions application, incl. with Sino-European/Sino-Bulgarian shared expert services.
The EU Emissions Trading System (EU-ETS) could be applied on Jiangsu province level or more differentiated in each of zone (area or municipality) - there is a "cap", or limit, on the total amount of GHGs that can be emitted by each zone (or factory or power plant). Within this cap, zones (or companies) receive emission allowances which they can sell to or buy from one another as needed.
The effect of EU-ETS: Last year the CO2 emissions dropped about by 3% to 7.5 tones per capita.
In conclusion
These considerations and suggestions presented to your attention could be considered and accepted from authorities and companies in Jiangsu Province, in particular in Wuxi municipality as reasonable recommendations and to be taken relevant measures and activities for possible input for the Global Warming Mitigation and achieve of local safe and eco-friendly sustainable development.
