Chinese Premier Wen Jiabao delivered a government work report during the opening meeting of the Fourth Session of the 11th National People's Congress (NPC) on March 5, 2011,during which he emphasized that, "We will energetically develop trade in services and service outsourcing and constantly raise the proportion of trade in services in our foreign trade.We will encourage more foreign investment in new and high technologies, energy conservation and environmental protection, modern service industries, and the central and western regions."
